POSITION SUMMARY: Under the direct supervision of the Manager – Parks & Open Spaces, is responsible for design, development, presentation, review and implementation of landscape architectural projects related to Parks & Open Spaces, land development, and public realm projects such as complete streets, streetscaping, green infrastructure and active transportation.


1. Responsible for the landscape and urban design aspects of projects related to Parks & Open Spaces, land development, and public realm projects such as complete streets, streetscaping, green infrastructure and active transportation.

2. Manages landscape and urban design projects from concept to construction; prepares designs, cost estimates and contract documents including layout plans, planting plans, grading plans, design details, construction detailing, cost estimates, specifications and tender documents and performs construction administration.

3. Schedules, and provides general direction to contractors / Administration / staff; participates in employee hiring and evaluation on behalf of the Corporation.

4. Prepares presentation graphics, reports and exhibits for conceptual designs, master plans, community meetings, and workshops.

5. Undertakes various field services such as site inventories, condition assessments of assets and construction inspection reports.

6. Participates in the planning of the City’s Public Realm projects and assists in the planning of the City’s Parks & Open Spaces.

7. Develops and communicates related policies, procedures and standards and ensures each is adhered to.

8. Participates in the refinement of the Parks & Open Spaces Standards & Specifications and the Engineering and Development Standards as well as other municipal planning documents undertaken by the City’s Development Services Department.

9. Assists in the selection of and supervises the work of consultants. Liaises with consultants, developers, government agencies, community groups and other stakeholders, as necessary.

10. Reviews land development plans for conformance with standards and participates at Committee of Adjustment on behalf of Parks and Open Spaces

11. Receives, documents, and investigates complaints related to landscape and urban design projects and Parks & Open Spaces assets. Interfaces directly with public and is able to provide clear, well-articulated and solution-oriented recommendations.

12. Attends public, committee, and Council meetings, as required.

13. Delivery of plans, reports, online content and presentations to internal and external stakeholders.

14. Plans and facilitates community engagement.

15. Collaborates with multi-disciplinary teams on projects both internally and externally.

16. Prepares general correspondence and reports.

17. Participates in the planning and administration of the annual capital budget, ensuring budget requests are consistent with Departmental operating objectives while maintaining optimum cost-benefit relationships.

18. Performs other such related duties as required



  • Degree in landscape architecture and full membership with the Ontario Association of Landscape Architects (OALA) or Associate Member with confirmation of eligibility for full membership within 1 year; and
  • Five years of full-time working experience as a Landscape Architect or Urban Designer on municipal projects
  • Experience in concept design and detail design (i.e. grading, planting, construction detailing) with demonstrated attention to detail and quality of designs and deliverables
  • Knowledge of relevant legislation, regulations, guidelines, and environmental assessments
  • Experience in proposal and presentation preparations
  • Experience in presenting to a wide variety of audiences
  • Experience providing contract administration, construction review, and oversight including site inspection through to project completion, including experience interpreting landscape, mechanical, electrical and structural drawings and specifications, site grading and drainage plans
  • Project Management and cost control experience
  • Experience working in a municipal environment preferred


  • Excellent design ability, concept creation and graphic designs
  • Ability to communicate effectively and concisely, both orally and in writing
  • Ability to deliver presentations to a variety of audiences and to skillfully handle on-the-spot questions from senior officials, members of City Council, special interest groups, and the media
  • Must have the demonstrated ability to manage time effectively and to work under time constraints and changing deadlines
  • Ability to establish and maintain effective working relationships with members of City Council, private and public officials, co-workers, contractors, consultants, developers and the general public
  • Ability to solve problems and complete creative designs using sound professional judgement, creativity, and innovation.
  • Excellent project/time management, with the ability to manage multiple priorities
  • Must have the initiative to work without close supervision
  • Is innovative, forward-thinking and able to work collaboratively in a multi-disciplinary team environment as well as work independently and take on a leadership role
  • Proficiency with office computer equipment and software, including word processing, spreadsheet and presentation software at an intermediate level, AutoCAD, ESRI GIS
  • Must be competent within the meaning of the Occupational Health and Safety Act
  • Ability to attend site/project/construction meetings and inspections


  • Will be required to travel to various work locations and provide own transportation
  • Must be able to attend meetings outside of business hours as required
